#RDO implementation. Compute nodes enabled, but resources missing

I have an rdo implementation of openstack with 5 total nodes. The head node (mitaka) and compute nodes (vapor##)

I cannot create any instances as it complains that there aren't any available resources. As you can see from the horizon screenshot there don't seem to be any resources available despite having 4 compute nodes (each node has 48 GB memory, and at least 16 cores. Unsure on the disk space though..... probably a minimum of 500 GB each).

I am unsure where to go from here. Thanks for your help in advance. (side note: nova-osapi-compute and *metadata services seem to be having issues as seen in the 'nova-manage service list' output above... my guess is that they are related)
