I set keystone's log level to debug and apache's log level is debug, too. But I could not see DEBUG logs in the log file, I could see INFO logs. The log file I checked are /var/log/keystone/apache2-main-error.log and apache2-admin-error.log

I found that when keystone running in apache, the log level is always warnning, it seems that the logging.conf is not valid. But the keystone.conf is normal. The two files are in the same path.

How to configure it?

Can you please edit your question to describe where you are looking for the logs, how you setup your installation? maybe you're just looking in the wrong place :)

You should edit your question to make it more clear and readable: more details make it easier for people to suggest answers. You may want to specify how you installed openstack, OS, packages, etc
