em, if you want to create a cluster, aka. a pool of resources, why don't you try senlin?

hi, we the development team mainly use devstack, but our users had tried other installation methods, including packaging senlin-api and senlin-engine into containers, it worked. As for openstack version, we tried Juno version some time ago, it worked. We didn't try kilo, but I think it should work.
