Liberty release, I'm trying to update the ram, instance, and cores quotas for all projects. I've tried the nova quota-update command for all three values but when I display the quotas they are still display unlimited (-1) as shown in the attachment

root@node-42:~# nova quota-update --instance 10 ccd6dffda27842aa9c17e24cbf8fa47a
root@node-42:~# nova quota-show --tenant ccd6dffda27842aa9c17e24cbf8fa47a

+-----------------------------+-------+
| Quota | Limit |
+-----------------------------+-------+
| instances | -1 |
| cores | -1 |
| ram | -1 |
| floating_ips | -1 |
| fixed_ips | -1 |
| metadata_items | -1 |
| injected_files | -1 |
| injected_file_content_bytes | -1 |
| injected_file_path_bytes | -1 |
| key_pairs | -1 |
| security_groups | -1 |
| security_group_rules | -1 |
| server_groups | -1 |
| server_group_members | -1 |
+-----------------------------+-------+

Ex: nova quota-update --instances 20 fb1d88ec10834c5ca92d824b8dc5acf9

Check nova.conf for the quota_driver option, is that set to nova.quota.NoopQuotaDriver? If so, nova is configured to not care about quota and you'll always get -1 because it's a noop.

Thank you that was it. I used Fuel to deploy and did not enable quotas before the deployment.

The value you're using, --instance, is wrong, it should be --instances, with an s.
