Vmware Enterprise license supports VMware openstack and I believe it is free for those having enterprise license. You can download it from vmware website.
However, you can install ubuntu 14.04lts and openstack mitaka on Vsphere vm. I have install Controller Node (neutron server with nova,glance,keystone)on Vspeher vm. Ubuntu 16.04 does not work, please take note. Please ensure that your /etc/hosts file includes static ip address and dns namesevers for the vm in which you have installed ubuntu14.04lts.
NSX, Plumgrid, Nuage - are all SDN solutions.
Also, there are also two options: VLAN and VXLAN neutron-managed networking (OVS L2 agents). See networking-vsphere project.
