cinder create error: The server has either erred or is incapable of performing the requested operation. (HTTP 500)

Hi,

I use OpenStack Mitaka on a single node (CentOS 7), cinder v1.2.2 and get the following error when trying to create a volume:

$ cinder create 3 --display-name test_vol
ERROR: The server has either erred or is incapable of performing the requested operation. (HTTP 500) (Request-ID: req-649e9ef8-e8d1-4cbc-a2fb-1ad8fe733f48)

Full debug log of cinder API included below. Any hint what can be wrong?

Check cinder service-list all cinder services are up and check rabbitmq-server service and try restarting it. Check openstack-status all required services and up or not. Server has erred means some of required service/s are not functioning properly.
