the script in vm trigger a signal to heat-api. But the script is in tenant network, heat-api/heat-cfn-api is in management network.

How can the script in vm call rest api of heat-api?

there is also an option to set NO_SIGNAL if you dont want to signal so the state of the software config will not affect the stack state, there is also swift signal otherwise i dont see any other options if you want to completely seperate tenant and mgmt network

It depends on how your operator has set up the networking. Usually adding a floating IP to the server will be sufficient to give it a route to the management network.
