How to call Southbound event first instead of Northbound event while creating network ?????

I have openstack mitaka setup in my machine and after stacking up i tried to create a network in openstack Dashboard and captured the karaf logs and verified that Northbound event is triggred first followed by Southbound Event , what am trying to do is I want to call the Southbound Event first instead of Northbound Event , for this i tried to add some time delay in postcommit code in the following path ( /opt/stack/networking-odl/networking_odl/ml2 mech_driver_v2.py ) here i added some time delay in postcommit code and re-stacked again but after stackup I found that the changes made in postcommit code got erased and its not reflecting. Please anyone provide me the solution how to bring the southbound event first instead of Northbound event. Please guide me if anyone having idea how to keep the changes where i added time delay in postcommit code remain same (/opt/stack/networking-odl/networking_odl/ml2 mech_driver_v2.py ) even after giving stack command.h
