neutron-kilo: floatingip-delete does not delete the IP

Running neutron in OpenStack kilo version, and logged as admin on the controller node. I created the floating IP address explicitly to assign a specific address from a public/external network for a tenant. It worked OK when I used syntax involving "neutron floatingip-create --tenant-id TENANT_ID --floating-ip-address ... ", and was able to view the floating IP address available for association with the tenant's instances. I did test using TENANT_NAME in place of TENANT_ID, and this created a problem. And now I cannot remove this floating IP created by my [test] mistake. I tried

# source admin-openrc.sh
# neutron floatingip-delete FLOATING_IP_CREATED_BY_MISTAKE

(The prompt says "Floating IP FLOATING_IP_CREATED_BY_MISTAKE could not be found)

On the other hand, it lists this Floating IP when I run

# neutron floatingip-list

The prompt shows an ID and Floating IP address, but no Fixed IP address or Port ID for that FLOATING_IP_CREATED_BY_MISTAKE.

Please help! Any suggestions are welcome!!
