VM not assigning floating IP allocated from controller

I have 2 different host aggregates attached to my controller, I do have cirros image in my glance which I am using to create cirros VM for testing using provider-net. I have given 10 floating IPs to my controller under provider-net. Using the cirros image I have created one VM on one of my host aggregate which was attached to my control quite sometime back(3 months back) where I could get the floating IP allocation to the VM from Horizon and also when I login to the VM instance i could see the same IP configured.

On the other hand I have created one VM on my new host aggregate which I just added 2 days back where I could get the floating IP allocation to the VM from Horizon but when I login to the VM I could see a different IP taken from the dhcp where my switch is configured rather then the IP allocated by controller (VM bootup takes longer than expected" Need some suggestion if this is something known in open stack environment?
