horizon logs "Login success" but doesn't redirect to project

Openstack Mitaka on Ubuntu.

It seems that if you go directly to the URL: http://example.com/horizon/auth/login then there will be no redirection to the dashboard after login.

But, If you go to: http://example.com/horizon then it would redirect the browser to login page, while after login, a new redirect would talk you to the dashboard controls (and that is because of the "?next=/horizon/" GET param)

We also encountered this problem, after researching we found that memcached is the root cause. We have 3 memcached nodes, but tcp connections in two of them exceeded maximum. Which caused sometimes we was able to login, sometimes just refreshed the login page.

After reboot connection exceeded memcached process, this problem was fixed.
