Unable to ping Floating ip

Configured Icehouse with three node setup (Contreller, Network and Compute) with neutron network all things working fine, internet is accessable through all instances. In Admin project i assign the floating ip to instance, the floating ip is pingable from External network, but in other projects if i assign the floating ip to any instacne it is not pingable from external network and not able to ssh any instance in any project it gives the permission denied (publickey, gssapi,-keyex, gssapi-with-mic).One thing more, when we run nova floating-ip-list it only show the Admin project's floating ip list, how to see other project's floating ip list.

First, make sure that the IP address you are pinging is a public address. Second, You will never be able to ping any of the other IPs behind the floating one, as they are RFC 1918 Compliant non-routable.

If all that is in order, then I would ping the subnet gateway for that subnet to make sure you can reach the subnet. If you can then the issue is in the VM, maybe the NIC or vNIC isn't bound to the IP? Bad Driver?

i edit my question for further clearification and all instances are created by same image in all project. If i run ip addr show eth1 on instance it show only private ip not floating ip
