devstack stable/liberty neutron version

Hello, According to this page: [http://releases.openstack.org/liberty/index.html (http://releases.openstack.org/liberty...)], the version of neutron for the liberty release is 7.0.0 - 7.0.4. However, after installing devstack stable/liberty, the following command reports a much older version:

$ neutron --version 3.1.0

Can someone explain this discrepancy?

Openstack liberty may be installed without devstack (AIO or distributed )

I have no any idea what does devstack, however first RDO Liberty rebase has 7.0.1

My understanding is that Devstack can be used for testing in a local environment. However, if the Devstack Liberty release does not match the Openstack release, how can it be used for testing purposes?
