Unable to login to horizon

I have installed RDO Mitaka on Centos 7.2 using the packstack installation. In my answers file that i generated, i set the value of CONFIG_KEYSTONE_API_VERSION=v3. The installation completely successfully, but i am unable to go the landing page. This is what i get in the horizon log, i get this message.

Also none of the cli commands are working. It takes so long and never returns

please set up memcached for session store, esp. make sure, you have the following in your /etc/openstack-dashboard/local_settings

SESSION_ENGINE='django.contrib.sessions.backends.cache'

CACHES = {
    'default': {
       #
        'BACKEND': 'django.core.cache.backends.memcached.MemcachedCache',
        'LOCATION': '127.0.0.1:11211',
    }
}

worked for me as well. added to my local settings and am able to login to horizon dashboard with roles and groups.
