No handlers could be found for logger "oslo_config.cfg" while syncing the glance database [closed]

I am trying to install openstack liberty on Centos 7. I have been referring to the installation manual at http://docs.openstack.org/liberty/ins.... Now when i try to populate the image service database, i get the following error.

[root@controller ~]# /bin/sh  -c "glance-manage db_sync" glance
No handlers could be found for logger "oslo_config.cfg"

Here are the conf files, i have already not included the "verbose=True" which is being pointed as the reason in various other questions.

I see a lot many people stopped by the same problem, but unfortunately none of them is a guaranteed to work answer. Can anyone help?
