Cinder node limit bandwidth

At this moment i am testing my proof of concept i've created for a school assignment. When i was testing the bandwidth usage of the connection between the nova compute node and the Cinder block storage node the test showed full usage of the bandwidth. My test environment had one instance writing a random stream of data to a file. The file was located at a CInder volume. When i tested the bandwidth with ifstat on the block storage node the bandwidth seems fully used for just one instance.

My question is: Is there a way to set the bandwidth limit to this traffic: instance, CInder volume <--> CInder volume, Cinder? In this environment just one client could fully use the whole bandwidth. I am looking for some kind of limit setting in the conf files. I googled this, but can's find a thing about this. Also, is there a way to limit the bandwidth usage when boot an instance (copy image over the network). This is just the same problem. This would be some kind of network throttling for every instance individually.
