intall openstack via Fuel but no internet access,is it possible ?

Try to install a openstack by using Fuel. I complete setup the fuel master node without problem. but when I try to use fuel to deploy openstack nodes. it looks need to visit external repos. """ Connection to the repositories could not be established. Please refer to the Fuel Master web backend logs for more details. """

do anyone know is there anyway to skip the repo connection?

Yes, you can download locally a full mirror. Dig for fuel-createmirror in documentation and follow instructions.

You need to visit the external repos in order to get the OS. If you cant contact them that means that your network configuration is wrong in some way. (dns probably) So your master node will also be unable to create the repo. Dont skip this problem. Try to fix it.
