How to force openstack to resize on the same host if it is possible?

I have a multinode openstack system. I want to force openstack to resize every instance on the same host if it is possible to do. How can I do that? I'm using RDO Liberty version.

Add the following in /etc/nova/nova.conf

allow_resize_to_same_host=True
scheduler_default_filters=AllHostsFilter

Restart the services.

service nova-scheduler restart
service nova-compute restart

Resize the instance, it will ask for the CONFIRMATION, click on it.

Not sure if this is enough to restart just nova-scheduler and nova-compute, but I've used aforementioned config options.
