automatic provisioning of vms in Openstack

hi everyone i wanted to know if i can perform automatic provisioning of vms in Openstack (based on vmware infrastructure ), does this function is build in to the product ? or i have to buy a 3rd party software like VMware vREALIZE AUTOMATION ?

those are the requirements : ( all need to be on open stack) automatic provisioning of vms in Openstack self managing portal for the users changing ip's and host names automatically from a pool

Use Heat orchestration to auto provision of VM's, before that ready following details image_ID, flavor_ID, Hostname, network_ID/Name, write yaml file and run via heat, it provides automatically
