Check if rabbitmq is reachable from neutron server, also ensure rabbit user and passwd at neutron.conf is the right one

service rabbitmq-server start. After that make sure its listening on 5672, netstat -ntlp | grep 5672

If you are still facing the issue verify the below things,

1) Where your neutron-server is running is it reachable to RabbitMQ server.
2) Verify name resolution is working.
3) Verify RabbitMQ service is actually running and listening on expected ports.
4) verify no firewalls blocking the traffic.

also try to restart neutron-server & RabbitMQ on a proper way
