bit shift arithmetic for calculate partition number

Dear all ,

i just read the swift docs and see that. the hash function will hash the object path and based on hash value will calculate the partition number that this object will be stored. so anyone please tell me how the bit shift arithmetic works to calculate the partition number. i see the docs has an example that the hash value is abcdef so the partition number is 99721

please help me
