While creating a Database Keystone

GRANT ALL PRIVILEGES ON keystone.* TO 'keystone'@'localhost or Controller IP' \ IDENTIFIED BY 'KEYSTONE_DBPASS';

should we pass it as localhost or the controller IP or the hostname

You have to add the both commands

GRANT ALL PRIVILEGES ON keystone.* TO 'keystone'@'localhost' \
  IDENTIFIED BY 'KEYSTONE_DBPASS';
GRANT ALL PRIVILEGES ON keystone.* TO 'keystone'@'%' \
  IDENTIFIED BY 'KEYSTONE_DBPASS';

First one for authenticating using localhost, and second one authenticating other services with keystone from any other nodes in the cluster. Answer for your question is you can mention localhost
