"Error finding address" when running glance commands

When I try to run glance commands, such as image-list or image-create, I'm met with the following error:

Error finding address for http://localhost:9292/versions: HTTPConnectionPool(host=localhost, port=9292): Max retries exceeded with url: /versions (Caused by NewConnectionError('<requests.packages.urllib3.connection.HTTPConnection object at 0x7f67b710fd90>: Failed to establish a new connection: [Errno 111] Connection refused',))

I've seen that proxies can cause this problem for some users, but I've already accounted for no_proxy. I've also seen suggestions to run netstat -antp | grep 9292 but this doesn't return anything for me. What else can I try?

Check glance logs and status of the services. Paste some of them if something estrange appears
