By looking at this some package installation has been failed or you forcefully stopped or some intermidiate step. This is causig the dashboard installation to fail. You need to check the multiple stuffs now.

1. Try executing this step.
'apt-get remove --purge openstack-dashboard-ubuntu-theme' and then try again.
2. Did you modify the horizon.conf ? Looks like this file has some syntax error.
3. Completely force remove the package and try
    a. dpkg --purge --force-all <package>
    b. dpkg --remove --force-remove-reinstreq <packagename>

I'm sure this is dev-stack. But issue is happening due to some unfinished installation earlier. Hope this helps.

None of the above has worked for me. after trying the suggestions above, I had to make sure Apache2 was running

Not sure what is the issue you faced. Apache should be running for the dashboard to work.

But why does apache need to run for the package to be uninstalled, that's clearly a bug
