While heat creation is in progress, I rebooted one of the heat engine (I have 3 heat nodes) As soon as heat-0 engine has gone down, heat creation failed with the error " Engine went down during stack CREATE "

is this expected ?

Yes, it's expected.

The engine that Heat chooses to operate on any particular stack is chosen essentially at random (technically I think it's actually a round-robin), so when you restart just one you don't really know whether that will affect any in-progress stacks or not.

If this happens you can resume where you left off by doing a stack update (with the same, or a different, template).

update: seems like this is intermittent and not reproducible predictably..so probably a bug
