Cinder volume deletion very slow

Deleting a volume is very slow, takes a few minutes depending on the size of the volume. For example a 4GB volume takes about 1 minute to delete. Larger volumes take longer. I have done some reading and it seems the reason is due to the fact that cinder tries to format the volume before deletion. So I went ahead and added the "volume_clear = none" option on "/etc/cinder/cinder.conf" file under [DEFAULT]. Unfortunately that didn't help.

Is this the expected behaviour or is there a way to make the volumes delete immediately?
