Keystone No module named hybrid_identity

I'm getting the following errors in a Horizon controller in /var/log/upstart/keystone.log (I removed the timestamp and TRACE keyword). I've tried apt-file search and Google and beyond a GIT repo, I don't find where I am expected to install this module from. The controller node is running Ubuntu 14.04 LTS. Just what package is it missing?
