Which of the following is a use case for Neutron to replace Nova Networking ?

          A. Network as a Service
          B. Connect to networks external to openstack
          C. Provide a dhcp service unique per tenent networks

Answer is "Network as a Service"

Because with Nova Networking you have limited functionality to offer . Where as Neutron can give you bundle of services like LBAAS,FWAAS which are not available in Nova-Network . Also neutron can provide the other 2 options you have given . I think Network as a Service will be good answer among them

Sorry, I am behind a firewall which blocks all videos.. SO I couldn't check it.

See https://www.openstack.org/summit/open... at home. It may wait. This presentation is a bit outdated ( VXLAN overlays are missed). It contains almost all core concepts Neutron vs Legacy Network
