This particular VM was not accessible through SSH. On the dashboard, I couldn't access console log and VNC console. The console log on the hypervisor doesn't have any error messages. So I did nova stop but it's got stuck in the task_state as stopping.

Any idea how to recover the VM from this point?

Try these $ nova reset-state <instanceid> $ nova delete <instanceid>

Did that work for you ?

I did try reset-state but got HTTP 403 error. I didn't try delete because I'm afraid it will probably stuck in "deleting" state.

403 is a creditials problem.

I think you are right. The message I get with HTTP 403 errors says the admin policy doesn't allow the action. So if one had the proper privilege, the command would reset the stuck state and if yes what will it be?
