The anwser is as same as Bipin's, YES, it possible to upgrade from K to L.
I would like to mention is since Icehouse, the OpenStack upgrade almost follows the same way so you can try this:

In my experience of upgrading from J to K, (just for testing, not provided to my customer finally), there are many trubles such as DB sync...
Besides, you must plan carefully about backup and rollback in case of the upgrading is failed.

It seems your pbr's version can not satisfy openstack's dependency.

Hi, Why not ? But you should have a clear plan on this. As you know there is no single button upgrade. Migrate current workloads to another parallel environment, upgrade the current environment to Liberty, bring the WL back to new environment. You can use the following tools for Migration purpose.
