CentOS 7 Liberty build error AttributeError: 'Token' object has no attribute 'list_events'

I have automated a Juno build of Openstack in our Production Environment. I am now working on getting Liberty working and automated but I keep getting this error An unexpected error prevented the server from fulfilling your request. (HTTP 500) as I start the Glance build. I get this error when I run the create glance user command openstack user create --domain default --password password123 glance. I am confused I setup keystone and everything works up until I get to this point.
