If I remember correctly cinder-api is a service which accepts requests for cinder commands... I don't see cinder-api service in your output ... is it installed ?

My bad I totally forgot that wont come in this output ....From the output although some cinder services are missing but still they are enough to launch a volume.... Can you try creating a volume via command and then attach it to an instance.

As it is volume related so it definitely is a cinder issue. Run this command on controller and let me know the output:-

cinder-manage service list

It should display cinder services and also the status of it
