Simple! Create rbac policies for the network you want to share! openstack rbac policy create i think is the cli but not really sure. You must be using keystone v3 and liberty release (not sure about kilo).

When we talk about private network or public network they are made by Administrator so every tenant can use it.

Private networks are specific to a tenant so until and unless you make a whole lot of changes to the design of openstack it wont work.

What I can suggest you is there is a way the instances that are made by different tenant's can communicate with each other. For that you need to create a router which provides L3 connectivity between private networks, meaning that different tenants can reach each other's instances and communicate with each other.

I hope it will satisfy you use case
