how to set a threshold to resize resource automatically

Is there any way to set a threshold to resize resources automatically? For example, if cpu usage exceeds 90%, a VM can be automatically resized into a greater flavor. I planned to use Heat to accomplish this, but I cannot find the related functions. It seems that Heat can only scale up /down resources horizontally but not vertically.

I am a beginner of openstack. Thanks in advance!

There's no automated way to do this inside Heat. You'd have to have some external thing that updated the stack with a different parameter value for the server size.
