Keystone process fails with core dump

I was trying singlenode openstack installation on Fedora23 using packstack. Initially I got an issue with Psych module Error while evaluating a Function Call, undefined method unsafe_load_file for Psych:Module which I rectified by updating Hiera with dnf --enablerepo=updates-testing update hiera

Now installation is failing at later step as the keystone is core dumping. Any idea what might be issue here?
