Neutron comes with additional features of Havana release. Rest of the things remain same and name change.

New features

  1. The Networking service offers new VPN-as-a-service and Firewall-as-a-service capabilities.
  2. Modular Layer 2(ML2) networking architecture support. It is now easier for hardware vendors to write plugins using ML2.
  3. Integrated with the new Metering service, making it easier for public and private cloud billing.

If you want any of these you can go ahead with Havana/Neutron.

It is not just moving to neutron. You need to move to Havana entirely. So you need to have Neutron. You need to look at new features which are supported by Havana for all the components. If you need to those, you need to take call on going to Havana.
