How cell scheduling works (code)

I do have a notion on how cell scheduling works (please correct me if I'm wrong): API host keeps checking with cell hosts about their status (available CPU, available memory, last time received infos, etc), and cell hosts check their compute hosts status and allocate new incoming instance creation requests. That happens using filters and weighters to check if cells meet the desired criterias.

But how do I follow along on what is going on with the python code? Where it is initially called, which files, in what order, how can I debug/analyze it?
