Are you really sure it is installed? does the /etc/cinder/ directory exist?

Or: How did you install Cinder? pip install, or yum, or apt-get, or git clone, .... Is any other OpenStack service working?

Looks like the installation might have failed as mentioned by Julen. Reboot your system and try again with apt-get (assuming you are using ubuntu) installation. This time it should work fine.

Try again with the apt and read carefully the output. It sounds like you had an error and the installation wasn't completed successfully.
