IpAddressGenerationFailure when trying to add a new subnet

I have issues creating a new subnet on my external network. I'm running kilo version.  

My command (IP/ids has been masked)  

neutron --os-endpoint-type=adminURL subnet-create --name ext-subnet-5 --allocation-pool start=x.x.x.x,end=x.x.x.y --disable-dhcp --gateway x.x.x.1 --dns-nameserver 8.8.8.8 ext-net x.x.x.0/24

The error message:  

{"NeutronError": {"message": "No more IP addresses available on network aabbccdd-1234-1234-1234-aabbccbdd123.", "type": "IpAddressGenerationFailure", "detail": ""}}

First look would point to the max_fixed_ips_per_port limitation. Since the default value of 5 matches my exact number today before trying to add subnet. But, increased the variable to 10 and restarted neutron-server, but still get same error.

Help appreciated.
