devstack without neutron

When i installed devstack, neutron didn't came with it. When i launched a vm ,i got this error: Error: Failed to perform requested operation on instance "test", the instance has an error status: Please try again later [Error: No valid host was found. There are not enough hosts available.].

My question: So, is it necessary to install neutron to launch instances?

You will get legacy nova networking, looking at local.conf for compute nodes on
