Assuming devstack is running with KVM on the Ubuntu node, it's not easy to set it up. If I understand correctly, different hypervisors would typically not be in the same cell - otherwise you could attempt to provision a QCOW2 image on XenServer, or a VHD image on KVM which would not work. Of course, you could have per-image filters set up but this gets more complicated.

It's easy to set up a quick XenServer devstack - check out https://www.citrix.com/blogs/2013/10/... for a trivial way to import devstack. This would, of course, be a separate environment to your KVM one.

They could theoretically be connected by using a script like https://github.com/citrix-openstack/q... (which can be used to connect to XenServer-based devstacks) however this would leave you with the image problem described at the top of the answer.
