nova-dhcpbridge: Permission denied

I am trying to setup a two node Openstack environment for demo on OpenSUSE 13.2. I am using Juno release. I use nova-network for network configuration. When I try to launch an instance it fails with the following error in log file:

dnsmasq: cannot run lease-init script /usr/bin/nova-dhcpbridge: Permission denied

I retreived the command from the log file and tried to run it manually and I get the same error. Where and which file do I need to set the correct permission?
