Hi, I've 3 machines version of OpenStack Kilo installation (according to the http://docs.openstack.org/kilo/install-guide/install/apt/content/ch_preface.html (official instruction)).
I've also changed 'bind-address' in/etc/mysql/mariadb.conf.d/mysqld.cnf to controller address to make it work properly.
The problem is: When I'm attempting to create an instance there is an error in horizon:

Build of instance 0eec39e8-96cf-4f86-8cda-3a2b1df596ff aborted: Failed to allocate the network(s), not rescheduling.

And in /var/log/neutron/neutron-server.log on controller node:

ERROR neutron.notifiers.nova [-] Failed to notify nova on events: [{'status': 'completed', 'tag': u'aa9f6075-2c10-4036-bb77-ff4cf095918e', 'name': 'network-vif-plugged', 'server_uuid': u'0eec39e8-96cf-4f86-8cda-3a2b1df596ff'}]

Like I said I have followed http://docs.openstack.org/kilo/install-guide/install/apt/content/neutron-controller-node.html (official installation guide) and I already have that line in my 'nova.conf' file (on controller node).

EDIT:
And one more important information - I'am using Ubuntu 15.04 server.

EDIT 2:
It seems I forgot to add that all this machines are virtualized in VirtualBox. Sorry about that:(
And the weird thing: the same config is working on KVM virtual machines...
Can someone tell me why?

EDIT 3:
Hmm... Looks like something was wrong with system configuration. When I done everything again, now it's working on VirtualBox too...
Thanks for answer. The subject can be closed.

System issue is really annoying:P A re-configuration would solve the problem, but wouldn't tell where the problem is. You may now edit the original question, and click "close".

Take a look at this post: link text.

On #27 and below, many solved this issue by changing their neutron configurations. In /etc/neutron/neutron.conf, change

nova_url = http://controller:8774

to

nova_url = http://controller:8774/v2

Hope it also works for you~
