At the same time I am not able to change admin password using keystone cli and also I am not able to restart apache... Did anyone face similar problem?

Have you ever login to openstack since you have install it? have you checked the keystone log? have you the login page or not?

Issue got fixed. Time zone listed in incorrect format which prevented httpd from starting. Pure end user error ;)
