Is there a way to reserve a cpu on the host OS?

If I have a dual 10 core cpu and giving it a 1:2 cpu_allocation_ratio, that means I have 80 vcpu total capacity, is there a way to take out 2 vcpu and reserve it to the host OS? I checked on CPU pinning but from my understanding it is geared towards guest OS.

Not sure of any reservation that can be done for cpu pining for host but memory for specific host could be guaranteed,

I have a compute node that consumed all of the vCPUs and there's a slowdown on the node when that happens
