HA requires 3 controllers, with just 2 controllers you achieve redundancy, not HA!

You need to follow the docs on openstack.org. You will need galera cluster for mysql, haproxy with keepalived for services load balancing and HA Follow this guides and make changes for your needs and for your distro and openstack version:

Keystone needs memcache server to be present on all controllers and synced, cinder-volume (if you are using) must have set the host parameter in cinder.conf to be the same on all cinder-volume nodes. For galera cluster you can use mysql or mariadb (recommanded).

If you are using more than 2 compute nodes i suggest you take a look at neutron DVR function. But you can use SNAT and DNAT functions on controller nodes, and use neutron HA config!
