UDP packet not reaching VM

we are undergoing one routing issue. We have an external machine connected to the Openstack Server. Whenever we send any UDP packet directly to a VM's IP (192 series) it doesn't reach the VM. However a TCP Packet reaches the VM. But in both the cases from the external Machine we are using VMs external IP itself. But in TCP case when we add a tcpdump at Host, the packet reaches Host and then its routed to VM. But for the UDP packet the packet never reaches the Host.

Did someone experienced this problem?

Have you checked that it's not due to a security rule allowing TCP but not UDP?

There is an issue with UDP data size, I.e sending more then MTU. After sending less then MTU issue is resolved.. Thanks johanno for your support
