Consider 3 VMs (VM1, VM2 and VM3) planned to be deployed over 2 hosts. Can the VMs distribution over the hosts be restricted like: - VM1 and VM2 should not be deployed in the same host - VM1 and VM3 can be deployed in the same host - VM2 and VM3 can be deployed in the same host ?

are the 3 different VMs from different projects?

they are from the same project, but for redundancy reasons (considering the host as a failure zone), 2 of them should not run in the same host

You can give hints when you run nova boot to tell the cloud where to put the VM. See the docs at http://docs.openstack.org/grizzly/openstack-compute/admin/content//scheduler-filters.html#differenthostfilter for the details of the Different Host Filter and Same Host Filter which allows you to place the VMs appropriately.
