Launching a process inside VM through Orchestrator

As of now, I am successful in instantiating a particular VNF instance through Orchestration based on CPU load scenarios. But, I would like to know if the Orchestration has intelligence to spawn a particular VNF Component (i.e. a process inside a VNF) based on certain CPU load scenarios. I may assign the affinity of a particular vCPU to that particular process etc and may want to trigger based on the CPU load.

this sounds more like a mistral use case to me. when something happens, you want other actions to be triggered. the 'other actions' here is a non-standard openstack operation (i.e. service call).
