Is it possible for one VM to have 8 CPU cores from one physical server and let's say 32 Cores from another physical server(Compute node) with Openstack?

No, this is not possible. The vCPU allocation is limited into one host.
You can have multiple VMs having a sum of vCPUs to more than the host has CPUs but you cannot have the vCPUs spanning to multiple hosts (physical servers).
If I have an scalable servers with a lot of CPU's available(2x vCPU's), I can use for 1 VM the 32cores (vCPU's). So, for each user which have need for example 48 vCPU's, is a must to create 1 host which will have 2 VM, each VM with 24 vCPU's. I have write? Is correct my point of view?
